Current Requirements for Threat/Simulator Validation
- The current requirement for threat simulator validation evolved from 1983 and 1986 GAO investigations citing large numbers of threat simulators that did not represent the threats, were too costly and developmental duplication of these systems were found within the services.
- DoD 5000.2 requires that all threat simulators used to support developmental and operational testing of U.S. military systems be validated.
- Major acquisition decisions for Electronic Warfare (EW) equipment and new tactical aircraft depend, in great part, on the results of the testing of developed and validated hardware against procured, acquired, or developed and validated air defense or air defense related threat simulators, threat simulations and actual threat weapons systems installed and integrated at EW T&E and Training Ranges, laboratories, and related facilities.
- Likewise, the combat readiness of the U.S. Navy air wings depends on the effectiveness of training received on Navy EW T&E and training ranges.
- To ensure informed acquisition decisions and high fidelity tactical air wing training, air defense and related threat simulators and simulations must be valid threat representations of the actual threat system documented in current DIA threat assessment, within limits determined by fleet requirements.
